Here's a very nicely done & informative promotion from Australia. This is what might be waiting for you in your cereal packet:

There were eighteen transfer sheets — PR248/1 to PR248/18 — each with a single transfer, designed to be applied to the backs of six different packets. This would have taken some dedicated cereal consumption to acquire a complete collection! Still, you could swap your spares with your like-minded friends.
You may have noticed the number "5" at top left, next to the red "Kellogg's" logo; this isn't the number of the transfer, it's the number of the packet back. Six packets, each with three spaces for transfers, so three transfers for each number. The only potential difficulty would be in applying the correct packet's transfer in the wrong space!

I'm not sure why anyone would cut the individual panels out of the backs, as here, but at least you can see how the transfers would look when applied. Below are the sheets we've scanned, in serial number order:
